Past pings carry over to new users

When a user is pinged in a server, (@everyone and @here

when a user is pinged in a server, including the pings mentioned above, the pings will carry over. for example, if a admin or owner were to ping @ everyone


the new user would see those pings as notifications when they join. when a new user joined my server, they had over 18 pings that were directed at past users. but, because those pings carried over, they saw them as pings too.
